The “IDP – Implementation Tools” course focuses on how municipalities transition from strategic planning to concrete service delivery. It covers the essential management systems, financial frameworks, and monitoring mechanisms required to execute an Integrated Development Plan (IDP) effectively.
Implementation Management and Action Planning Successful delivery relies on robust institutional arrangements. The course emphasises that municipalities must organise their human resources and establish cross-functional management teams to drive implementation. Action planning and project management are vital tools. The IDP provides the baseline for project management by defining specific objectives, output targets, timelines, and major milestones for every project.
Integrated Financial Management A critical theme is the unbreakable link between the IDP and the municipal budget. The IDP must directly inform the allocation of both capital and operational budgets to ensure that strategic priorities are actually funded. The course covers essential financial tools, including the 5-year financial plan, fiscal plans for revenue generation, and the use of cost-centre budgeting to track financial inputs against specific project outputs.
Performance Management, Monitoring, and Evaluation To guarantee that implementation stays on track, the course details the integration of the Performance Management System (PMS).
